Capital Area Shelter Hub Plan: Shelter Manager Training 
This training is designed to give the “hands on” shelter managers the tools they need to understand the Shelter Hub System and manage their shelter. The class will serve as basic training for those who have not been previously trained as shelter managers. Instructors will be leaders from Local Government, The Central Texas School Safety Consortium, the American Red Cross, and other partners who helped to develop and manage the Shelter Hub Plan. 

*If you completed the CASHP Basic Shelter Manager training in previous years, you may disregard this notice. You will need to take refresher training, which will be announced soon.

Prerequisite: If you have not completed a class in basic Incident Command, please take FEMA’s ICS-100 class prior to taking the Shelter Manager’s course. This class can be taken online at http://emilms.fema.gov/ICS100G/index.htm. It should take about an hour to complete. You must bring your ICS-100 certificate of completion to class.

Notes: Arrive 15 early to pass through security. Bring your photo ID.  You will check in with Law Enforcement at the facility.

Client Casework: Providing Emergency Assistance (DSCLS202A)
Trains Red Cross caseworkers how to conduct effective client interviews and provide apporiate assistance to help meet a client’s immediate disaster-caused or disaster-aggravated needs.

ERVs: Ready, Set, Roll (3068402)
The purpose of this course is to prepare Red Cross paid and volunteer staff to safely and effectively use an Emergency Response Vehicle (ERV) and its equipment to meet feeding and other service needs of the people affected by disaster. This class is broken into two parts. Both parts must be taken in order to be certified to operate the ERV.

The Emergency Response Vehicle (ERV) is a nationally owned vehicle. We are a Custodial Chapter with ERV 2115 in our care. One of the custodial responsibilities is to provide trained drivers for both local and national operations. Those persons driving this vehicle, whether locally or on a national Disaster Response, need certification with the following:

• Valid Driver’s License (CDL not required)
• Defensive Driving course certificate
• Satisfactory DMV report
• American Red Cross CPR and First Aid certification
• Successful completion of both parts of ERVs: Ready, Set, Roll (ARC 3068-4)

If you are interested in becoming an ERV driver, the following is the process to be certified:
• Take Mass Care Overview (ARC3068-1) which is a pre-requisite to the ERV training.
• Defensive Driving certificate. If you do not have a certificate less than three years old, you can get this training through the chapter for $10.00. An application to take this class on line can be requested from the chapter.
• The DMV 3-year History Record (Type 2) costs $6.50 and is obtainable from a local Texas DPS Office or ordered on-line at http://www.texasonline.state.tx.us/NASApp/txdps/TXDPSLicenseeManager.
• Take Part I of ERVs: Ready, Set, Roll (ARC 3068-4). This can be taken as a home study or in a class room setting.
• Take Part II of ERVs: Ready, Set, Roll (ARC 3068-4) is the checkout and driving test of the ERV.
• American Red Cross CPR and First Aid certification training is available through the chapter. When you have completed the ERV training, submit an application to the Director of Emergency Services for approval to take this training free of charge.

The purpose of this basic level online course is to provide Red Cross Materials Support Services staff with the knowledge, skills and abilities that enables them to prepare for and support Red Cross Services following a weapon of mass destruction/terrorism incident within their chapter’s jurisdiction.

Introduction to Disaster Services (DSGEN201C)
This is a basic online course. It consists of three separate learning modules that will introduce learners to the American Red Cross Disaster Services. It allows them to discover how volunteers support this critical mission and to explore ways they can become involved in the local chapter.

Client Assistance Cards: Caseworkers (DSCLS200C)
This is a basic online disaster course. It introduces caseworkers to the role of issuing Client Assistance Cards by interviewing clients, filling out the proper forms and activating Client Assistance Cards via phone. The course addresses both a disaster relief operation and a local response.
Length: Consists of three modules – takes approximately 2 hours

Self Study Courses

Material for the following Self Study Courses can be obtained from the Chapter. The study can then be done on your own time at your own pace.

Emergency Operations Center Liaison (DSPSS201B)
This self-study disaster training course provides operational training and material for individuals being assigned to work in an Emergency Operations Center (EOC) or other emergency management setting. It is intended to be used in circumstances where it is not possible for the intended Government Liaison to participate in the instructor–led Emergency Operations Center/Incident Command Liaison course. This course is not
intended to be used in lieu of the instructor-led course; rather, the instructor-led course should be completed by the Government Liaison as soon as possible after completing this self-study.
Prerequisite: There are no prerequisites for this self-study course, however the following are recommended:

  • Collaborating to Ensure Effective Service Delivery (ARC 3089-4)
  • Sufficient operations knowledge and experience to provide a functional understanding of the concepts, principles and procedures associated with disaster assessment, sheltering, feeding, the provision of individual assistance and the basics of operations management needed to participate adequately in the discussions and activities contained in this course.
  • The following Federal Emergency Management Agency Independent Study courses are also required, after the current assignment, to continue working in the Government Liaison activity:

- IS-300 Intermediate Incident Command System
